WHO WE ARE

Introduction and Project Location.

  The development of Nam Neun Hydropower project (The Project) was started with the Memorandum of Understanding (MOU) between the Government of Laos and ST Group, dated on 8th October 2009.
  The Feasibility Study of Nam Neun 1 and Nam Neun 3 was carried out by Indochina Consulting Co., Ltd as the consultant of the project. The Final Feasibility study of Nam Neun 1 and Nam Neun 3 were done and submitted to The Department of Energy Policy and Planning on 22nd May 2014. Then, The Department of Energy Policy and Planning, Ministry of Energy and Mines was issued the Letter of Final Approval on 28th September 2015, notice No.0768/DEPP.MEM and 0769/DEPP.MEM for Nam Neun 1 and Nam Neun 3 respectively.
  The Department of Environment, Ministry of Natural Resource and Environmental was issued the Certificate on Environment Management of the Project on 8th December 2015, notice No.7250/MONRE, and 7249/MONRE for Nam Neun 1 and Nam Neun 3 respectively. The extension of the certificate on Environmental Management and Monitoring Plan (EMMP) was issued on 27th August 2021; notice No.1747/MONRE. DOE for Nam Neun 1 Hydropower Project.
  The Project was signed the Power Development Agreement (PDA) on 30th July 2018 and extend for 3 times.
  The Concession Agreement (CA) was signed by Government of Lao with Nam Neun 1 Hydropower Sole Co., Ltd on 19th June 2024.
  The Engineering Procurement and Construction (EPC) was signed by the Nam Neun 1 Hydropower Co. Ltd with Construction Joint Stock Company 47 and Power Engineering Consultant Joint Stock Company 3 on 11th July 2024.
  The Power Purchase Agreement (PPA) was agreed by the Government of Viet Nam on June 2021. The details of the PPA is on negotiating and 4 of the supporting documents have been signed including:
  • SCADA contract
  • Protection - Communication System Contract
  • Metering Contract
  • Inter Connection System Contract
  Nam Neun 1 Hydropower Project which installed capacity of 124 MW (2 x 62MW) and the Commercial Operation Date (COD) within year 2024. The part of Feasibility study report of Nam Neun 1 Hydropower Project examined a possibility to connect the project to the existing 220 kV facilities of Electricity of Vietnam (EVN).

Project Location

  The Nam Neun River basin is located in the North East of Lao PDR in Xiangkhouang and Houaphanh Provinces. The Nam Neun River originates from Houayma Nua village in Houaphanh province (Lao PDR) and flows to the Southeast to meet the Nam Mat river at Ban Phianghong and meet Nam Ka river at the border between Lao PDR and Vietnam. That river is called Nam Ka River and flows into Viet Nam.
  The Nam Neun River, the main tributary of the Nam Ka River, originates in Houayma Nua village in Houaphanh Province (Laos PDR) and flows to the Southwest to meet the Nam Mat at Ban Phianghong and meets the Nam Ka River at the border between Lao PDR and Vietnam. That river is called Nam Ka River and flows into Vietnam. Preliminary study of Nam Neun 1, 2 and 3 Hydro Power Project (HPP) conducted by Indochina Consulting Company Limited in February 2013. Nam Neun 1 is very attractive for investment because of low social and environmental impact. The Nam Neun1 HPP is located on the Nam Neun River about 157 km towards to the North of Phonsavan and 105 km from Muong Kham in Xiangkhouang province as shown in Figure 1.1. Road access to the dam site starting from Muong Kham district on Highway 7 about 70 km to Nong Het village is relatively good even though it is partially under construction. Then, it passes through Nong Het for about 7 km and turn left to 35 km of unpaved roads leading to Phianghong village. And then a boat should be used to reach the river, a distance of 8 km at which the proposed dam site cannot be reached by vehicle. The location of Nam Neun 1 dam site in the previous study is at N 19° 42' 29.71”, E 104° 01' 26.11”, approximately 2 km upstream of the Nam Neun River estuary as shown in Figure 1.1. The basin area at the dam site is about 3,765 km2. Full supply level is about +435m. Installed capacity is about 124 MW/1 unit with a design head of 111.10 m. The Nam Neun 1 HPP has been studied in Feasibility study so that the Investor can make decisions in implementing the basic design of the project before construction.
